Universitas Pertamina’s commitment to achieving this sustainable goal is evident through various initiatives undertaken during the 2022-2023 academic year to strengthen the means of implementation and revitalize Gender Equality for Sustainable Development.
Universitas Pertamina have an Academic Information System (SSO/Single Sign On) showing data related to the gender of lecturers and students, such as number and gender ratio between lecturers and students at Universitas Pertamina. Using this information women’s application rate, and acceptance or entry rate can be measured and tracked.
Universitas Pertamina has implemented a comprehensive set of policies to promote gender equality in student enrollment, admission, and participation, ensuring equitable access to higher education for women. This commitment is reflected in several Rector’s Regulations over the years. Rector’s Regulation No. 001 of 2016 was the first to introduce gender equality in the admission process, mandating a fair selection process for both male and female applicants. Subsequent regulations, including No. 0010A of 2017, No. 0001A of 2019, No. 0001A of 2020, and No. 0010 of 2023, further strengthened these principles, emphasizing equitable access for women, particularly in underrepresented fields, to balance the gender ratio in the student body.
In addition to student admissions, Universitas Pertamina promotes gender inclusivity in academic and professional roles. Personnel regulations and recruitment guidelines emphasize non-discriminatory practices, ensuring equal consideration of women for teaching and staff positions. The University Governance Standard Number D.01.39 also designates the Deputy Chancellor I of Universitas Pertamina to oversee the development of a just admissions system. This collective framework ensures that women have equal opportunities to access education, resources, and career advancement, reflecting the university’s dedication to fostering an inclusive academic environment that supports women’s participation and leadership.
Universitas Pertamina supports women’s academic and professional development through various initiatives aligned with SDG 5: Gender Equality. These include mentoring programs organized by Muslim Affairs Division within the Islamic Spiritual Student Activity Unit (UKM Kerohanian Islam), which focuses on women’s issues and offers events such as Studi (Kajian) for female students. Additionally, the PFpreneur Program by the Pertamina Foundation empowers women entrepreneurs by providing mentoring and resources for developing MSMEs, fostering economic independence. These efforts demonstrate Universitas Pertamina’s commitment to advancing gender equality and promoting women’s growth in education and entrepreneurship.
Universitas Pertamina collaborated with Institut Teknologi Bandung and CELLUGY, encourage women’s participation in underrepresented fields, particularly in STEM. Through a webinar titled “Building a Career after Studying in Korea – Women in Science, Engineering, and Technology Series,” the event was designed to introduce participants, particularly women, to the academic and career development experiences in South Korea. The webinar also aimed to provide insights into the professional and research activities conducted by the speakers. Through this initiative, Universitas Pertamina demonstrated its commitment to supporting gender equality in higher education, which is in line with SDG 5: Gender Equality.
Universitas Pertamina has a proportion of senior female academics that reflects its commitment to gender equality, in line with SDG 5. The university currently employs 39 senior academic staff members, of which 11 are women, representing a significant presence of female leadership in its academic community. This proportion underscores the university’s efforts to promote equal opportunities and support the advancement of women in higher education. By encouraging gender diversity in senior academic positions, Universitas Pertamina contributes to creating a more inclusive and equitable environment for both male and female scholars.
Universitas Pertamina has a total of 39 senior academic staff members, of which 28% are women. This proportion shows the university’s active efforts to encourage and support women to pursue careers in fields where they have historically been underrepresented, such as in academia. By fostering gender diversity in its senior academic roles, the university helps to break barriers and create more opportunities for women to contribute and lead in academic settings.
Universitas Pertamina graduated 1,112 students during the 2022–2023 academic year, with 820 graduates from STEM fields, including faculties such as the Faculty of Infrastructure Planning (FPI), Faculty of Industrial Technology (FTI), Faculty of Exploration and Production Technology (FTEP), and Faculty of Science and Technology Communication (FSIK). The Arts & Humanities/Social Sciences sector, comprising the Faculty of Economics and Business (FEB) and the Faculty of Communication and Diplomacy (FKD), produced 292 graduates.
Of the total graduates, 476 were women, showing a significant female presence across both STEM and Arts & Humanities/Social Sciences fields. In particular, 318 female graduates came from STEM disciplines, while 158 graduated from the Arts & Humanities/Social Sciences. These numbers underscore Universitas Pertamina’s progress in promoting gender equality, especially in traditionally underrepresented fields, supporting its alignment with SDG 5.
Universitas Pertamina has established a comprehensive non-discrimination policy to ensure equal opportunities for women in student admissions, lecturer recruitment, and employment. This is reflected in key documents such as the Guidelines for Admission of New Students (2022 and 2023), which emphasize gender equality in access to education, and the 2016 Staff and Lecturer Recruitment and Selection Guidelines, which ensure fair recruitment and promotion processes. Additionally, the 2016 Employment Regulations, particularly Articles 4 and 5, support gender equality in all employment practices.
Universitas Pertamina has implemented a maternity policy that supports women in both academic and professional roles, as outlined in the 2016 Labor Regulations, particularly Article 7, Paragraph 10. This policy guarantees maternity leave and benefits, allowing women the necessary time and resources to manage their pregnancies while continuing their career development. This initiative is part of the university’s broader effort to create an inclusive environment where women can pursue their academic and professional goals freely.
In addition, Universitas Pertamina acknowledges the importance of paternity leave in promoting gender equality and supporting women’s employment. Article 7, Paragraph 6b of the 2016 Employment Regulations grants paternity leave, allowing male employees to share caregiving duties during early fatherhood. This reduces the caregiving burden on women, enabling them to focus on their academic and career aspirations. By promoting shared parenting responsibilities and work-life balance, the university demonstrates its commitment to gender equity, further enhancing its alignment with SDG 5.
Through the Pertamina Foundation, Universitas Pertamina offers Bumi Patra Childcare and TK Patra as childcare options for teachers and staff. Since its founding in 1980, TK Patra has grown to become a preeminent early childhood education center. Its B grade and accreditation guarantee excellent educational standards. As evidenced by its first-place award in the healthy school category at the provincial level in Banten, TK Patra is still growing under the direction of BP PKDM, succeeding both academically and in fostering a healthy learning environment. This institution supports the complete development of teachers and staff children by providing high-quality education, despite being a paid service.
Universitas Pertamina has implemented programs for women’s mentorship, such as the Islamic Spirituality Student Activity Unit’s (UKM Kerohanian Islam) Kajian Kemuslimahan. Kemuslimahan, this section, is especially committed to solving issues pertaining to women and frequently hosts events that are solely for female students. These workshops offer female participants a friendly setting while focusing on issues related to spiritual development, community involvement, and women’s empowerment. Universitas Pertamina exhibits its dedication to creating an inclusive academic and social environment, supporting women’s growth, and furthering gender equality by actively involving female students in these activities.
To ensure gender parity in academic achievement, Universitas Pertamina closely monitors the graduation rates of female and male students. Currently, the university has recorded a total of 476 female graduates and 636 male graduates. These graduation figures are tracked over time and visualized in the accompanying chart.

This effort is supported by exit surveys that include questions specifically addressing the graduates’ gender. By systematically collecting and analyzing this gender-based data, the institution can assess the likelihood of female students graduating and identify any disparities in graduation rates between male and female students. Universitas Pertamina is also committed to implementing strategies and programs to address any inequalities that may arise, thereby fostering equal opportunities for female students to complete their studies and achieve academic success.
Universitas Pertamina has created a Whistleblowing System (WBS) called CAROLINE or E-CARE, which is intended to provide a platform for reporting cases of discrimination and other misbehavior. This system is subject to Rector’s Regulation No. 001 of 2017, which establishes criteria for report submission and management. However, while the rule protects the reporting process, it does not explicitly address whistleblower protection against educational or job disadvantages. The current policy’s lack of specific provisions for whistleblower protection highlights an opportunity for improvement in aligning with global standards.
The Whistle Blower System (WBS) is a reporting mechanism provided for individuals (whistleblowers) to report allegations of violations, deviations, or actions that do not comply with regulations occurring within an institution, including in a campus environment. This system is designed to support transparency and accountability in achieving good university governance by protecting the whistleblower from retaliation or intimidation.
Universitas Pertamina, with its vision to become a world-class university, has implemented WBS through the CAROLINE (Call for Improvement) application, based on PER 0001/UP-R/PER/2017, since 2017 (formerly known as CARE). The objectives of implementing WBS at Universitas Pertamina are as follows:
- Increasing Transparency: Ensuring that all activities within the academic, administrative, and operational areas of the campus are conducted in accordance with applicable rules and ethics.
- Promoting Accountability: Holding every member of the academic community responsible for their behavior and actions.
- Preventing and Detecting Deviations: Helping identify and prevent corruption, fraud, academic misconduct, cheating in assessments, abuse of authority, and other forms of wrongdoing.
- Protecting Institutional Integrity: Safeguarding the university’s reputation by preventing actions that could damage its image and public trust in the institution.
A university is a place where various groups with diverse interests come together, including students, faculty, and administrative staff. This situation can create the potential for abuse of power or fraud that may harm one or more parties. With the implementation of WBS, the university can:
- Provide a Sense of Security: Ensuring whistleblowers can report critical information without fear of retaliatory actions.
- Help Minimize Academic Fraud: Such as plagiarism, grade manipulation, or cheating in exams.
- Expose Abuse of Budget or Campus Facilities: Which can occur in administrative or financial management.
- Protect Common Interests: Ensuring the university continues to operate as a clean, transparent educational institution.
The management of CAROLINE at Universitas Pertamina is handled by the Internal Supervisory Unit (SPI). The CAROLINE application serves as a reporting facility and channel that can be accessed through the accounts of the university’s academic community. Users can report cases of gratuities and violations through CAROLINE. To ensure security and privacy, whistleblowers have the option to either provide their identity or remain anonymous. Once a report is submitted, the Internal Supervisory Unit (SPI) will manage the report and engage with the reported party for consultation, clarification, and finding a resolution to the issue.
To provide easier access to the reporting service, SPI has also made the reporting process available offline, using a form. It is expected that with the improved accessibility of the reporting system, the academic community will be more likely to report any violations occurring on campus.
To raise awareness among the academic community at Universitas Pertamina, SPI conducts periodic socialization sessions on how to use CAROLINE. These sessions are communicated through emails and posters displayed on the university’s bulletin boards (Mading).

The CAROLINE system also includes a management dashboard to view statistics on reports made across various functions. Additionally, it allows for the retrieval of report data year by year (Figure below). In the application, on the left side of the tab, there are two types of reports: Aduan Care and Aduan Gratifikasi. The Aduan Care feature is intended for reporting deviations in the implementation of educational activities on campus. Meanwhile, the Aduan Gratifikasi feature is used to report any instances of gratuities involving members of the academic community.
