Universitas Pertamina has established a policy to maximise water reuse across university facilities through Circular Letter No. 0009A/UPER-WRP.4/SE/II/2025 on Responsible Water Management within Universitas Pertamina, dated 24 February 2025. The circular provides operational direction for the water recycling provisions set out in Rector Regulation No. 0019A/UPER-R/PER/HK.00/X/2024 on Guidelines for Environmentally Friendly Campus Management, which identifies water recycling as an element of campus water conservation.
The circular addresses the academic community, administrative staff, partners, and visitors, establishing an institutional framework for responsible water management throughout Universitas Pertamina.
Point 2(a), page 1, encourages every work unit to maximise water reuse across all university facilities wherever technically feasible, safe, and appropriate for the intended purpose. This provision establishes university-wide coverage. The facilities management team is responsible for identifying potential sources of reusable water, suitable applications, and the infrastructure required to support implementation.
Point 2(b) identifies treated wastewater and air-conditioning condensate as potential sources to be assessed for reuse. Priority applications include non-potable uses such as landscape irrigation, toilet flushing, and outdoor cleaning, subject to confirmation of water quality and suitability by authorised personnel. These provisions establish the direction for assessing and developing water reuse opportunities across campus.
Point 2(c) recognises rainwater harvesting as a complementary measure to reduce freshwater demand. It provides for separate records of harvested rainwater and reused water so that their respective sources and uses can be traced.
Points 2(d)–(e) establish safeguards for implementation, including treatment where necessary, water-quality checks appropriate to the intended use, separation from clean-water supply networks, and clear labelling. Reused water must not be used for drinking, cooking, or other purposes requiring drinking-water quality. Water containing hazardous chemicals, laboratory wastewater, and water from sources not yet confirmed as safe must not be reused without appropriate treatment and technical approval. Infrastructure development must be coordinated with the facilities and site management teams in accordance with their respective responsibilities and applicable approvals.
To support monitoring and accountability, Point 4, page 2, assigns the facilities management team and relevant units responsibility for recording water consumption and, where available, the sources and volumes of reused water.
